It’s been a great summer at Waverley, with progress made in strides across site and some excellent community events held.

In September we held a food festival which was a huge success, despite the rainy weather in advance of it!  Residents were able to sample food from a number of local eateries, while enjoying some live music and face painting for the little ones, and learning more about our plans for the development.

We’ve also held some forest school sessions with families across the Waverley development.

There’s been some excellent progress made at Highwall Park, the new green space at the heart of Waverley where the community will be able to socialise, relax and exercise.

We held a productive consultation on our plans for the park, and it was great to meet with so many members of the community and to get some positive comments and input from you. We’re progressing earthworks on site to support the first two phases one of the park, and recently submitted plans for the detailed design of phase two to Rotherham Metropolitan Borough Council (RMBC). We are on track for the first two phases of the park to be open in summer 2025.

At the Advanced Manufacturing Park, we welcomed three new occupiers over the summer; Danieli UK Holdings Ltd, Insight Direct (UK) Ltd, and Technicut Ltd. RMBC also granted Waverley Junior Academy planning consent to expand the school, creating an additional form of entry and more school places for local children. This has been supported by funding from Harworth.

Construction continued at Olive Lane, and we announced that Tesco will be opening a convenience store, alongside the community centre which will be operated by Waverley Community Council. We’ll be updating on additional occupiers in due course.

Coming up at Waverley

There are some exciting free community events planned for Waverley through to the end of the year.

• Our Travel Plan Coordinator, Chris Taylor, is organising a cycling workshop at the Waverley Bike Track in October half term.  This will be led by CrankMonster, a British Cycling certified cycle skills teacher.  Whether you want to learn tricks or just the safety skills you need to cycle on roads, there are opportunities for everyone.
• We will kick off the festive season by supporting Waverley Community Council’s Christmas Festival on Saturday 7 December. As well as the chance to meet Santa, this event will also have elves for the children of Waverley to meet, and there will be refreshments available.

Work continues apace at Olive Lane – the new commercial buildings are being constructed, homes are being built and occupiers for the units are being firmed up. 

Harworth is pleased to now announce that Tesco will be opening a new store at Olive Lane.

This will be a convenience store where residents and those working at the Advanced Manufacturing Park and Olive Lane can shop for groceries or grab lunch.  The intention is for this to be open to the community early next year. 

We are in conversation with wider potential occupiers, and will continue to keep the community updated as and when further agreements are signed over the coming months.

New green, community space for Waverley

We are making great progress at Highwall Park, the new green space which sits at the heart of Waverley.

In recent weeks we have been carrying out earthworks on site, including the construction of two ponds in the southern area of the park.  We have also commenced installation of the footpaths throughout the first phase of the park, and drainage works are also underway.

Our intention is for these works to be completed by the end of September and we can then move forward with tree planting and soft landscaping for the first phase of the park.  This area – located by the bike track – would then be open to the public in Spring 2025.

Harworth has now submitted detailed plans for the second phase of the park to Rotherham Metropolitan Borough Council.  Our designs for this area can be viewed below, and we have developed these to reflect feedback from the local community and create a space where residents can come together, take a walk, and enjoy local wildlife. 

New homes at Waverley

In line with the approved masterplan for Waverley, approximately 177 new homes are due to be built on the land shown on the plan below between the railway line and Highfield Spring, known as parcel 4D.

Harworth’s detailed plans to prepare this land for development have now been approved by Rotherham Metropolitan Borough Council.

We will be temporarily diverting the public footpath close to the site while enabling works take place including ground investigation and bulk earthworks, and the installation of drain connection points.  

These works will also support the potential delivery of the new Waverley train station in this part of the development which is indicatively shown on the plan below at the location of the existing footbridge.

Whilst South Yorkshire Mayoral Combined Authority and Network Rail is leading on the potential development of the new train station at Waverley, Harworth is working closely with both parties and has designed the residential scheme to ensure access to a train station – if this is delivered – can be provided here.

The works to prepare the land for development began on Monday 29 July and will be taking place for the rest of this year. We will continue to keep residents updated on progress on wearewaverley.com.

During this time we will also be removing the trees on this land under the supervision of an ecological specialist. The majority of these trees were planted by Harworth several years ago as part of our work to test the soil quality of the former industrial land at Waverley, following its remediation. 

This process has helped inform our approach for creating green spaces across the wider development including at Highwall Park, where significant numbers of broadleaf and native trees will be planted alongside grassland, wetlands and a nature trail. We have also identified several other locations within the wider Waverley development where further tree planting can take place.

Harworth has now commenced construction works at Olive Lane, after securing planning consent for this exciting new part of Waverley late last year.

In December, we were joined by members of Waverley Community Council and Rotherham Metropolitan Borough Council to celebrate work beginning on site.

We know that the local community is looking forward to Olive Lane being built, and we wanted to provide an update on the amenities we’re planning to create there. 

Alongside new homes and the medical centre, there will be commercial units which are currently being marketed to potential occupiers for uses such as cafés, restaurants or bars, a convenience food store, a pharmacy, a nursery, and other small retail shops.  The exact uses of these units will depend on interest from occupiers.

So far, we have confirmed an occupier for the convenience food store, and we can announce that Waverley Community Council will be the occupier of the community centre.  The plan below shows where these units will be.

While we appreciate residents and businesses at the AMP are excited to find out more about the wider units, we will not be able to make any announcements until agreements with occupiers have been finalised. 

We are hoping to do so over the coming months, so please keep an eye on wearewaverley.com for updates.

Our intention is for Olive Lane to be built by the end of this year, with the occupiers moving into the units early next year.

Highwall Park

Creating green, open spaces for the community to enjoy at Waverley is very important to us – and we’re excited to be making progress on Highwall Park.

This 20-acre park will run through the heart of Waverley and connect the Advanced Manufacturing Park and Olive Lane with Waverley Lakes.  

Planning permission for the earthworks and drainage infrastructure, needed to form the contours of the park, has already been granted by Rotherham Metropolitan Borough Council, and these works will soon be undertaken.

Given the size of the park, we will be delivering it in three phases, with the intention that the final phase is complete and open for the community to enjoy by the end of 2025. 

Harworth is currently developing the detailed design for the park, setting out play space locations, footpaths, and other features such as ponds and trees.

The first area to be created is located next to the bike track and we’ll soon be seeking feedback from the community on the design of this area.  Please keep an eye out for more details on this consultation in the coming weeks, and we look forward to hearing your views.

Update from Avant Homes

Avant Homes has commenced work to build essential drainage infrastructure to connect homes at its Riverside development to the foul water pump station. 

These works are expected to take place over a period of eight weeks, ending towards the end of March.

During this time, access to the section of footpath running along the river at the bottom of the development towards Waverley Lakes will be blocked.  The area that will be blocked is outlined in yellow on the plan below.

Harworth is delighted to update residents of Waverley that Rotherham Metropolitan Borough Council (RMBC) has granted planning permission for the development Olive Lane.

We are now moving forward with constructions works, and will be keeping residents updated on progress.  Our intention is for Olive Lane to be built by the end of 2024 and in the months following that we expect to welcome occupiers for the commercial units including cafés and small shops.

Olive Lane will be a new space at the heart of Waverley – somewhere for residents to come together and grab a bite to eat or drink, shop, or meet with friends in the outdoor seating areas.   

We’re working closely with the NHS which will be developing a new GP surgery at Olive Lane.  It’s expected this will be built by the end of next year.

Children learn cycling skills on our new bike track

Over October half term we welcomed children living at Waverley to our brand-new bike track to take part in workshops run by BMX racing trainers Tuff Riders. 

Local kids had the chance to learn essential safety tips and BMX skills such as wheelies and jumps.  Who knows, maybe the next BMX cycling champion was among the attendees! We’re pleased to see that many members of the community are already enjoying the new track.  It is open for use by the public, and features a ‘learn-to-cycle’ area, with an area for children to practice cycling on roads including highways markings.

Recent flooding in Catcliffe

Our thoughts are with everyone affected by the recent flooding in the neighbouring community of Catcliffe, after Storm Babet last month. 

Given that the River Rother rose to levels exceeding that of the 2007 flooding, we were reassured to see that the flood defences created at Waverley as part of our masterplan for the development worked as planned and prevented damage to any of the homes here. 

We hope this provides some relief to any anxious residents, and clarifies any wider concerns about the impact of the development on the wider area. 

However, Waverley does not exist in isolation and it is devastating to see the damage elsewhere in Rotherham and our community as a whole. 

We have continued to work with RMBC and relevant agencies on the flooding response, and have made a donation to the South Yorkshire Flood Disaster Relief Appeal.  We will continue to support those affected in any way we can.

How does Waverley’s surface drainage system work? The Waverley surface water drainage system has been designed to manage all surface water flows from the development on site, prior to any discharge into the River Rother. The three lakes on site have been designed to take surface water from the approximately 500 acres of residential development and public open space at the site, with the exception of the ‘Waverley Gate’ area. The lakes operate via a series of on-site watercourses, which each area of residential development connect into. This water is attenuated in the lakes, which have a single outfall into the River Rother. The lakes are designed to limit discharge into the Rother at restricted flow rate. In flood conditions, once the Rover Rother water level rises, this outfall is cut off and the water is held within the lakes. As part of the lake design, there is a spillway, which in times of flood, allows the Rother to overtop into the lakes to provide flood water storage. Once the flood water levels have receded, the lakes then operate in their normal manner as outlined above, with the restricted discharge. A separate 17-acre northern part of the site, ‘Waverley Gate’ flows separately  into the triangular pond on the junction of Highfield Lane and Poplar Way. Similar to the above, this flow has limited discharge to the River Rother at a restricted flow rate, by the inclusion of a flow control chamber. The outfall to the River Rother has a ‘non-return valve’, such that when the River Rother reaches a certain level, the outfall is blocked and the water attenuated in the pond itself. The recent high levels of this pond, show this valve closure in effect. Once the river level drops sufficiently, this valve reopens and the pond discharges at a controlled rate. 

Elsewhere at Waverley

Construction of the hotel

We continue to have regular dialogue with developer Stapleford Ventures which is developing the new Marriott hotel at Waverley.  As shared in our last update, construction of the hotel has temporarily stalled due to issues with the developer’s contractor.

We remain in constant dialogue with Stapleford Ventures and will be in a position to provide a further update on timescales for delivery of the hotel early next year.

The new bike track at Waverley is now open and is already being enjoyed by the community. 

This month we marked the opening by holding an exciting cycling skills session for pupils at Waverley Junior Academy led by Team GB cyclist, George Hunt.  Pupils spent the afternoon testing out the new track and practicing riding BMX bikes.

The children were also joined by Ed Clancy OBE, three-time Olympic champion and six-time world champion cyclist and South Yorkshire Active Travel Commissioner.

The bike track has been created with funding from Harworth and Places to Ride – a partnership between British Cycling, the Department for Digital, Culture, Media and Sports and Sport England. 

This October half term, Harworth will be offering more children in the community the chance to practice their cycling on the track, with help from BMX racing trainers Tuff Riders. These free training sessions will be held on Tuesday 24^th and Friday 27^th October.

Looking ahead to Olive Lane

We’re making good progress on our plans to create a new local centre at Waverley – Olive Lane. 

Olive Lane will be home to amenities including shops and places to eat and drink, as well as a new public square and outdoor space for the community to come together. 

We know many residents are looking forward to seeing this part of the development come to life, and we wanted to provide an update on timescales.

Our planning application is currently being considered by Rotherham Metropolitan Borough Council following consultation with the community earlier this year.  We are hopeful the plans will be approved by the council in October, and we will then be beginning work on site later this year.

There will also be a new GP surgery at Olive Lane.  We’re working closely with the NHS on this, which is leading on the development of the facility.

Elsewhere at Waverley

Highfield Lane

We recently carried out works on key junctions along Highfield Lane to encourage safer driving on this road.  The safety of people living and working at Waverley is very important to us, and we have taken the vehicle incidents that occurred this summer very seriously. 

Over the last few months we have been working to assess what traffic calming measures are needed on Harworth-owned roads to reduce the risks of future accidents occurring.  As agreed with Rotherham Metropolitan Borough Council, we have now installed road markings at the following junctions:

• Bradfield Way and Derwent Chase
• Askham Way and Broomhill Avenue
• Rivelin Way

The other roads are under the ownership of the housebuilders who have bought parcels of land from us and built homes here, and they manage any works that need to take place directly with RMBC.  We work closely with these housebuilders and are in regular contact with them, including raising issues about the roads with them on behalf of residents.

Construction of the hotel

Residents may have noticed that construction of the new Marriott hotel has temporarily stalled.  This land is owned by developer Stapleford which is working with its contractor to build the new hotel.

Due to unforeseen circumstances, works by its contractor have been delayed.  Harworth is in constant dialogue with the developer, and we’re focused on ensuring construction will resume at the earliest opportunity. 

A new play area at School Square

As residents may have spotted, we are making some changes to the play area outside of Waverley Junior Academy on Waverley Walk.

Colourful markings have been created on the asphalt, the vertical poles have been repainted and the landscaped area improved.  We want this to be a fun and interactive informal play area for school pupils and younger children living at Waverley to enjoy.

Residents living in the immediate area will have received a letter with more detail on arrangements for the works, which commenced on 18 September.

On 30 May 2023 Harworth revealed their exciting plans for a sustainable and vibrant local centre at Waverley known as Olive Lane at a public exhibition at the AMP Technology Centre. The event was well attended by residents and businesses with some really constructive feedback received.

Harworth is working through the feedback forms and welcomes further input from anyone who couldn’t attend the event. Olive Lane

With over 1,500 homes occupied at Waverley and 2,000+ people working within the Advanced Manufacturing Park (AMP), Harworth has been working with stakeholders to bring forward a vibrant local centre for Waverley to provide the facilities and services to support the community. A planning application will be submitted in June 2023 and this this will replace the planning application that is currently pending consideration with Rotherham Council.

The Olive Lane scheme has been amended to meet the needs of the local community and has been re-designed to be in keeping with the scale of Waverley. It will provide a central high street for the site and a heart for the community. The proposed local centre known as Olive Lane will provide a sustainable mix of uses to serve the local residents and businesses at Waverley. The potential end uses may include:

• Food and Drink – Restaurants and Cafes
• Community Centre
• Nursery
• Pharmacy
• Bakery
• Foodstore
• Florist
• Offices
• Residential
• Other retail

Once the public consultation has closed and comments have been considered, a full planning application will be submitted in June for the proposals The planning application will also include:

• Increased pedestrian connectivity across the site
• Enhanced public transport facilities on Highfield Spring
• A new crossing on Highfield Spring to access the AMP
• A high quality public realm with seating and meeting areas
• A Public square which can be used for pop up shops, food stalls and events
• Rich and diverse landscaping
• Parking for staff and visitors (both vehicle and cycle)
• Sustainable measures such as EV charging points, solar panels and low carbon building techniques.

Timetable

• Submission in June 2023 (13 week determination period)
• Summer-Autumn 2023 Medical Centre (already approved planning application) to start works on site
• Summer 2023 – Marketing commences to secure occupiers
• September 2023 (target decision date for Olive Lane proposals)
• December 2023 discharge conditions/ pre-construction works begin
• 2024 Construction to begin
• Medical Centre Opens – October/ November 2024
• Olive Lane Opens/ Units occupied – Christmas 2024

Harworth is committed to delivering this scheme and looks forward to receiving any further comments on the exciting proposals.

Christmas is just around the corner, and whilst it may be slightly different this year, that doesn’t mean we can’t do what Waverley does best – and brighten up the development with lights and decorations for all to see!

It’s great to see residents getting into the Christmas spirit early this year, and with so many children now walking to and from school every day it really is a spectacle to behold at all times of the day, and is something that can be enjoyed by all.

Keep an eye out for the community events you can get involved in from the Waverley Events team, and do get involved where you can to keep this going all December-long!

In other exciting news, we are delighted to share the new plans for the retail development from our magazine sponsor, Harworth, who are introducing ‘Olive Lane’ in their update in this issue, which we hope to see moving forward from next year.

This is a much wanted, and needed, part of the development, and the revised plans seem much more achievable and relevant to what we need as a community. There’s been a lot of progress at Waverley in 2019, you could argue this year has seen more key developments than others with the school well underway, plus the extension of Highfield Lane which will connect Waverley to Catcliffe. Check out the latest update from our sponsor, Harworth on pages 10 and 11 to get a birds eye view of how things are developing on both the residential and commercial sides of Waverley.

As we edge nearer to Christmas, there’s some great events to look forward to both at Waverley and in the surrounding areas from some of our advertisers. Of course, there’s the annual Christmas Tree Light Switch On event taking place on Sunday 1^st December – if this year’s event is anything like last years, we’re in for a treat. Head on down to Central Park (another key milestone for Waverley in 2019) and Highfield Square to take in this year’s festivities. More details are on page 7.

December is an important month for Waverley residents who have children of primary school age, as applications will be open from 1^st December for pupils going into years 1 to 6 in September 2020. Don’t forget to apply for your child’s place no later than 14^th February 2020 – check out page 32 for further info.

It’s great to see the Community Council actively engaging with the community – they are on the look out for a new councillor if this is of interest to any residents. The One Stop Shop exhibition they organised in October was a big success and it was great to get so many different Waverley stakeholders all together in one room.
